About Us

Coeffect is a network of innovative analysts, data designers, strategists, and system implementers.

Our Why: We get up in the morning to ensure visionary change-makers have the data and analytic support they need to realize a more virtuous world. We know the work of measuring social change is complicated, and it’s often hard for small-but-growing organizations to find the right people if they can’t hire a full-time employee. While there are no easy answers, we’re here to help you find clarity.

Our How: While each of our projects is different, our approach stays the same:

  • We are facilitators of an intentional and collaborative process.

  • We focus on the highest-value opportunities where evaluation and technology will help you and your team.

  • We explain data management and analysis concepts clearly so you can understand them.

  • We work within your organization’s budget and priorities, knowing that evaluation and technology are two parts of a bigger whole.

Our Name: We chose the name “Coeffect” because we value working collaboratively with clients. We aren’t your typical independent evaluator who needs to maintain some distance to render an objective judgment, nor are we a technology firm that walks into the sunset once we launch a new system. We see ourselves as an extension of your team, helping you strengthen our community together.

The Core Team

Paul Collier, our founder and principal consultant, has led Coeffect since 2016 and has consulted with over 35 for-impact clients across Colorado, California, and Washington D.C. Paul has also led trainings around impact measurement strategy for hundreds of nonprofit professionals through the Colorado Nonprofit Association, Nonprofit Learning Lab, and Social Venture Partners Denver. Prior to Coeffect, Paul served as the Data and Evaluation Manager at Safe & Sound, a leading family resource center developing a data-informed model to help families raise thriving kids. He also worked for Protiviti, an international consulting firm providing internal audit services to Fortune 500 clients.

Hillary Shaw, our lead consultant for data systems, has been installing, customizing, and maintaining Salesforce instances for businesses and nonprofit organizations for over a decade. Her first soup to nuts Salesforce installations were for animal health industry SaaS startups, and she has since shifted focus exclusively to nonprofit organizations, including one she co-founded. Hillary lends a unique perspective to her consulting role, having participated in all operational aspects of nonprofit organizations — as a board member, as a volunteer, and as an elected and hired leader.

 

Marina Sterngold, our evaluation consultant, has collaborated with organizations in anti-hunger, affordable housing, education, and mental health programming. Her professional career has focused on developing impact reports for counseling programs, identifying power in Colorado's affordable housing system, and building evaluation toolkits for K-12 investment strategies. Prior to evaluation consulting, Marina provided internal quality improvement services for JCFS Chicago, and has international evaluation experience in Ghana and India. She holds her Master's degree in Social Work with a concentration in Social Policy & Evaluation from the University of Michigan.

 

Rowena Ebanks, our operations lead, has over 15 years of experience managing complex projects and turning insights into actionable business plans. The majority of her career has been in the tech industry where she led strategy and operations for companies in both Silicon Valley and Washington, DC. Before joining Coeffect, Rowena developed and launched a global communications analytics program at Google. She holds a Master of Science degree in Predictive Analytics from Northwestern University, and is a member of the Institute for Public Relations’ Measurement Commission.
